Log into this new user account (make sure to create it with Admin privileges) and install TypeEasy. You'll need to go through the Installation Checklist as well, making sure that you add TypeEasy.exe to your firewall. Check the ports and firewall settings as well. Click Add User under the Users tab.
Enter the new user's email address and click Next.

New users who want their accounts to sync to a device need to designate the device as a "Trusted Computer" on the Users tab in the PC Settings menu and then enter the confirmation code that it sends by email.

To create an administrator account on a Windows XP computer that is not a member of a domain:
From the Start menu, select Settings, and then Control Panel.
Double-click User Accounts.
Click Create new account. Enter a name for the account, and then click Next.
Click Computer administrator, and then click Create Account.
